The National Administrative Office for Enforcement

As a result of an administrative reform, a new central administrative office in the field of enforcement started its operation in Finland in the beginning of year 2010. The tasks of the new authority originate from the Ministry of Justice and the former Provincial State Offices in Finland.

The National Administrative Office for Enforcement is in charge of operative administration, education, personnel management and supervision of the enforcement services in Finland. The office is led by director Juhani Toukola and the number of staff is approximately 20.

The office has three units which are led by Senior Administrative Bailiffs.
Administrative Unit is in charge of financial and personnel administration and communication. The head of the unit is Senior Administrative Bailiff Elina Arpiainen.

Legal Unit investigates e.g. complaints and claims for damages against enforcement service. The head of the unit is Senior Administrative Bailiff Jorma Niinivirta.

Development and Supervision Unit prepares management by result, auditing, training and development issues as well as co-operation with stakeholders and interest groups. The head of the unit is Senior Administrative Bailiff Petteri Katajisto.

The Ministry of Justice has still a role in strategic and budgetary planning and legislative planning.

The National Administrative Office for Enforcement has its’ main office in the City of Turku and an office in the City of Helsinki.
