European legal remedies

Finnish public authorities and courts must see to the fulfilment of the obligations arising from European Community law and the European Convention on Human Rights. As a rule, domestic legal remedies must be exhausted before recourse to the European institutions. However, in certain cases it is possible to approach the European institutions directly. Complaints and petitions can be addressed to:

In the European Union
the European Ombudsman
the Committee on Petitions of the European Parliament
the European Commission
the Court of Justice and the Court of First Instance of the European Communities

In the Council of Europe
the European Court of Human Rights
